Frequently Asked Questions

What is the difference between CTE and CTO?
Consent to Establish (CTE) must be obtained before beginning construction of the industrial plant. Consent to Operate (CTO) must be obtained after construction but before starting the actual production or manufacturing process.
How long is a Consent to Operate valid?
Validity depends on the industry category. Generally, Red category industries are granted consent for 1 to 5 years, Orange for 5 to 10 years, and Green for 10 to 15 years. Renewal applications must be filed 60-120 days before expiry.
Why do I need a Digital Display Board?
The board mandates that medium to large-scale industries must publicly display their daily environmental data (emissions, effluent parameters) on a digital board at their main factory gate for public transparency.
What happens if my consent expires?
Operating an industry with an expired consent is a direct violation of the Water and Air Acts. The SPCB can issue immediate closure notices, cut off electricity/water supply, and impose severe financial penalties.
