The Uttarakhand Environment Protection & Pollution Control Board (UEPPCB) is a statutory organisation. It was formed under section 4 of the Water (Prevention and Control (P & C) of Pollution) Act, 1974. UPPCB was constituted to implement environmental laws and rules. Thus, the board is responsible for preventing and controlling air and water pollution in Uttarakhand.

Uttarakhand Pollution Control Board (UKPCB) - Overview

Uttaranchal Pollution Control Board (UPCB) came into existence in 2001. With continuation to the same, UPCB was reconstructed. Later on, the board was changed to Uttarakhand Environment Protection and Pollution Control Board (UEPPCB). Eventually, the board was renamed to Uttarakhand Pollution Control Board (UKPCB).

Functions of the UKPCB

The board functions through its Head Office (HO) at Dehradun and its four Regional Offices (RO) at Roorkee, Dehradun, Haldwani and Kashipur. UKPCB has always tried to strike a rational balance between environmental conservation and economic growth. The board has been endowed with the functions and powers under the Water (P & C of Pollution) Act 1974. Subsequently, the implementation of the Water (P & C of Pollution) Cess Act, 1977; Environment Protection Act (EPA), 1986; Air (P & C of Pollution) Act, 1981 & the Public Liability Insurance (PLI) Act, 1991 was also entrusted to the UKPCB.

Grant of UKPCB consent certificate

It is mandated for Hotels/Restaurants, Industries, Urban Local Bodies (ULBs) and others concerned too -

(a) establish or take any steps to set up any industry, process or operation, or any treatment and disposal system or addition or extension to it, which is likely to discharge trade effluent or sewage into a well/stream/sewer/land; or

(b) bring into use any altered or new outlets for sewage discharge; or

(c) start to make any new sewage discharge to obtain a UKPCB consent certificate. Similarly, no person must operate or establish an industrial plant without a previous SPCB NOC. Therefore, all concerned must ensure compliance with the above sections of the Acts and/or not to emit any emission and discharge any effluent without requisite treatment and board consent in advance. It must be noted that all the sewage and/or effluent finally meet into the Ganga River indirectly or directly. Also, the Hon'ble Supreme Court of India is considering the case regarding the water quality of the river Ganga. Thus, all the concerned must make provisions for the control of Air and Water Pollution and apply to the concerned RO of the board with a copy to this office in the prescribed form.

Note - Failure to comply with the above penal action is initiated according to the norms of the Act.

How to apply for the UKPCB CTE/CTO

Obtain User/PCB ID and Password

Click on http://gpcb.guj.nic.in/ueppcb to register. Fill in all required details. For multiple units, use the same PAN card.

Submit and Save all information. PCB ID and password are sent via SMS to the registered mobile number. Change the password after login to the website.

Online Application for the Consent and UKPCB Authorisation

1. Login at http://gpcb.guj.nic.in/ueppcb. Click on Menu. Online Application Following Screen consisting of 11 steps pops up.

Step-1 : Click on open. Fill and save the proforma carefully.

Step-2 : requires technical information about Water, Air and Hazardous Wastes.

(i) Click on Water Profile and fill in all details such as daily consumption for domestic and industrial uses, discharge generation, STP/ETP details, capacity, etc. Finally, click on Update.

(ii) Click on Air Profile and fill in all details such as DG sets, boiler, types of fuel, stack height, fuel consumption, etc. Click on Update.

(iii) Click on Hazardous Profile and fill in all details such as the waste category, types of waste, approximate annual generation, and mode of disposal. Click on Update.

Step-3: Fill Water Cess return. Monthly water consumption records must be uploaded. After entering the info, click on Update.

Step-4: Entry of Sample Parameters with permissible values (to be entered according to the previous CCA order). Click on Save.

Step-5: Add the list of product (s), the production capacity (per month) in given units and the list of raw materials. Save the details.

Step-6: This step is for any pending bill (if applicable).

Step-7: A list of Merge/Download/Upload/Applicable pops up.

(i) Click on Applicable. A list of enclosures must appear. Select only the applicable list to the industry, which will be uploaded via pdf file(s). Finally, click on Update.

(ii) Click on Upload. A list of selected items in Applicable will appear only. Now upload the pdf file by clicking on Upload.

Note: pdf file must be a maximum of 200 dpi, black and white, and size must be below 4 MB and not exceed a maximum of 9 pages in one file.

Step-8: Submit the Water Cess Outstanding and Interest. It is applicable once the UKPCB raises the water cess bill.

Step-9: Submit Technical parameters of Water. Enter components of STP/ETP and their capacity with breakup.

Step-10: Upload Environment Audit Report/Environment Statement Form - V of EP Rules.

Step-11: PCB Query Raised: Click on Open. It shows any query(ies) raised by the board. The query can be replied to by clicking on Query Reply.

Payment of UKPCB CTE Fee

  • The concerned RO inspects the inward application. If the application is complete in all respect based on the record submitted, it is moved for payment, and the applicant receives an SMS alert.
  • After login, submit the required fee via RTGS/NET BANKING. Once payment is made successfully, the application is allotted for site inspection.
  • The applicant gets an SMS alert on the registered mobile number at various application processing stages. Once the Competent Officer decides on the application, a Provisional Order can be downloaded immediately afterwards. Subsequently, the signed order can be accessed on the portal.
