State Pollution Control Board, Odisha (SPCB-O) aims to develop its potential to address environmental challenges emerging from the economic and industrial development of the state. State Pollution Control Board, Odisha (SPCB-O) - Overview

The Odisha State Prevention and Control of Pollution (P&CP) Board was formed in execution of sub-section (1) of section 4 of the Water (P&CP) (Amendment) Act, in the former Dept of Science, Technology & Environment, Government of Odisha. The Board also operates as the State Board u/s 5 of the Air (P&CP) Act, 1981. The complete state of Odisha has been declared an Air Pollution Control Area since 18th July 2002. The Board was renamed State Pollution Control Board, Odisha (SPCB-O). One of the main responsibilities of the Board is to issue SPCB-O consent certificates.

State Pollution Control Board, Odisha Consent to Establish (CTE)

As per norms of the Water (P&CP) Act, 1974 and Air (P&CP) Act, 1981, all new proposing projects (Developmental and Industrial) must obtain "Consent to Establish (CTE)" (popularly termed as SPCB NOC ) from the Board. SPCB-O CTE is obtained by applying to Board with specified fees, necessary documents, and information via online services.

Validity of CTE

SPCB-O CTE is valid for five years from the date of issue of the CTE order, given that substantial physical progress of the project has yet to occur.

As per norms of Water (P&CP) Act, 1974 and Air (P&CP) Act, 1981, all operating units and the units before starting functioning (Mine, Industries, Urban Local Bodies (ULBs) and Health care Units as applicable) must apply for SPCB-O CTO. Consent to Operate can be obtained using the Board with decided fees and necessary documents and details via online services. The Board, regarding compliance with environmental laws by the unit, issues SPCB-O CTO to it. CTO must be renewed periodically, and a renewal application must be filed 120 days before the expiry of the last order.

Validity of SPCB-O CTO

SPCB-O CTO is valid for five years from the date of issue of the CTO order.

Procedure for online payment in consent management & monitoring system

SPCB-O has introduced an Online Consent Management and Monitoring System (OCMMS). Now the SPCB-O consent certificate fee payment opinion is made online. The payment option is highly user-friendly, interactive menu driven and a customised package that non-specialists and users can use. It is the same as other payment gateway options. The mine/industrial users can pay via Credit Card/NET Banking/Debit Card/RTGS/NEFT. For Net Banking, the service charges are NIL. However, for Debit/Credit card options, specific charges applicable may apply.

1. To apply for obtaining the SPCB-O consent certificate, the applicant must browse the Board's website at URL http://www.ospcboard.org or http://www.odocmms.nic.in. Now, click on "online application".

2. Registration: Before applying online, the applicant must register. New users can generate a user ID and password by clicking " New Industry Link of the website".

3. The existing users with an ID and password can log in directly to OCMMS.

Steps for filing of online application for SPCB-O consent certificates

  • The applicant can apply for their SPCB-O consent certificate application by clicking "apply for consent". The applicant has to select Consent to operate (CTO)/(CTE) consent to establish.
  • Click on the application ID and next to get the fee details. Alternatively, the home page fee calculator can be used to calculate the applicable fees.
  • After the next button, the user can see a form for SPCB-O NOC fees with an option for several years for which consent is required. The user must submit all the info.
  • Then the user must "click to calculate fee", automatically displaying consent fees applicable for the respective slab depending on the ORANGE/RED CATEGORY and Investment Slab.
  • Fill up other info like raw material, product, AIR/Water Emission and attach required documents.
  • The user can save this application in his account to make some modifications in Application.
  • The user must save this application by selecting "In progress"(at the bottom of the page).
  • In progress, the application won't be submitted to the OSPCB office and can be changed by the user.
  • Once the applicant fills up the application form and uploads all the necessary documents, the applicant can select the button 'completed' followed by 'save'.
  • The application is automatically submitted to the Head Office (HO)/Regional Office (RO) based on the type of investment and industry.

    • To inspect air pollution control areas for assessment of air quality and to take steps to prevent, control or abatement of air pollution in such areas.
    • Monitor the compliance of the groundwater, ambient air, leach-ate quality, compost quality & incineration standards.
    • Shut down a defaulting industrial plant or withdraw its power or water supply.
    • To lay down, alter or annul effluent standards for the trade effluents and sewage and for the release of air pollutants into the atmosphere from industrial units and automobiles or the release of any air pollutant into the atmosphere from any other source.
    • To collect samples of trade effluents and sewage and release of air pollutants and to analyse the same for specific parameters.
    • To evolve the best economically viable treatment technology for sewage and trade effluents.
    • To perform such other functions as may be stated by the State Government or Central Pollution Control Board.
    • To collaborate with CPCB in organising the training of persons involved or to be involved in programmes related to control, prevention or abatement of water & air pollution and to manage mass education programmes relating to it.
