The Manipur Pollution Control Board (MPCB) is a statutory body formed by the Government of Manipur. One of the main responsibilities includes issuing MPCB CTE/CTO to the commercial activities and industries which are likely to pollute the environment in the state.

The government of Manipur formed the MPCB. The statutory body was established under the norms of Section 5 of the Air (P&CP) Act, 1981 and Section 4 of the Water (P&CP) Act, 1974. MPCB aims to ensure that the state's people drink safe water, breathe clean air and live in a healthy environment. Thus, to meet the objectives, MPCB has to address the environmental issues related to the rapid urbanisation and the growth of small and medium-scale industries in the state that will lead to deterioration of air quality, pollution of water bodies, unaesthetic and noisy surroundings, etc. if left unattended. Eventually, the Board issues MPCB consent certificates.

MPCB is mainly entrusted with the implementation and enforcement of the following Rules and Acts:

The above Rules and Acts state the primary duties and functions of the SPCB. MPCB must also gradually perform duties entrusted by the State Government, the Ministry of Environment, Forest and Climate Change (MoEF&CC), GOI, New Delhi and the Central Pollution Control Board (CPCB), Delhi.
