The Goa State Pollution Control Board is a statutory board formed on 01st July 1988 under the Water (Prevention & Control of Pollution (P&CP)) Act, 1974. Before that, the erstwhile Union Territory (UT) Goa, Daman and Diu, the Central Board for the P&C of Water Pollution, was performing the functions of the State Board in Goa, e.g., granting GSPCB consent certificates to the industrial plants in the state. The Central Pollution Control Board (CPCB) at Ponda Goa constituted a Section Office (SO). The same arrangement resumed till the formation of the State Board. Meanwhile, the SO of the Central Board was transfered to Baroda on 4th April 1988, to reconstitute it as a West Zonal Office (WZO). All the relevant records about the state were shifted to the GSPCB on 12th September 1988.

Goa State Pollution Control Board (GSPCB) - Overview

After its formation, the Goa State Pollution Control Board set up its office at Bambolim in Goa Medical College Complex. In June 1991, the Government of Goa gave separate space for the Board at Patto - Panaji, where the Board office was transferred in September 1991. The Board acquired new space on the first floor in Dempo Tower at Patto Plaza, Panaji and transferred its full setup to this new space on 15th August 2002. Though the Board is not a licensing authority, GSPCB clearance is essential for every industrial proposal. It is given in two stages.

Stage 1 - After getting provisional registration from the Directorate of Industries and Mines in the case of small-scale industries and HPCC clearance in large or medium-scale industries, entrepreneurs must obtain GSPCB clearance before taking any measures to install the plant. To get the clearance, the entrepreneurs must apply online in the specified form for GSPCB Consent to Establish (CTE). The application, complete in all regards and fulfilling all the requirements, must be processed within the shortest possible period. Also, in no case issue of GSPCB CTE/Consent to Operate (CTO) must be delayed by more than forty-five days. The files received under each category are processed by delegated authority depending on the industry’s scale.

Stage 2 - The CTE granted by the GSPCB is valid up to the commissioning of the plant or three years from the issue date, whichever is earlier. The entrepreneur must apply for GSPCB consent to operate (CTO) at the Board office at least one month before the commencement of the production in a specified format online. The application for the GSPCB consent certificate must be accompanied by a copy of the CTE and specified fees as stated in the consent form, along with all the required accompaniments. The application for Consent to operate also must be processed as in the case of Consent to Establish.

The process to apply for GSPCB CTE/CTO

  • On the home page of the portal, select "industrial login".
  • Enter the user id & password with the captcha code and click login.
  • Then it will ask to change the password.
  • Enter the old password, create a new one and save it. Password must have a minimum of one numeric number (e.g., 1,2,3..), at least one special symbol (#,$,@) and some alphabet (e.g., a,b,c,d). The password must have a minimum of 8 or a maximum of 15 characters.
  • Login again at the portal.
  • Select the industrial login & enter the user id and password.
  • The home page opens up.
  • Now users can apply for the Goa SPCB NOC application by clicking "apply for consent".

The process to submit the GSPCB consent certificate application

If the user wants to save the application for the GSPCB consent certificate in his account for making any changes to it, s/he must save it by selecting "In progress" (at the bottom of the page).

But if the user thinks the application is complete, then s/he can select "completed" followed by the "save" button.

The application will be submitted to the Board with the respective Regional Officer (RO).
