With the constitution of Chhattisgarh State, a Board, namely the Chhattisgarh Environment Conservation Board (CECB), came into existence. The Board is a government body formed for the Prevention and Control (P&C) of water pollution and for restoring or maintaining of wholesomeness of air and water. The Board also issues CECB NOC to the industries being established in the state.

Chattisgarh Environment Conservation Board (CECB) - Overview

Chhattisgarh Environment Conservation Board (CECB) came into existence on 25th July 2001. The government of Chhattisgarh formed the Board and entrusted it to grant CECB consent certificates in the state. Consent means the sanction of the authority of the Board for the effluent discharge (trade effluent or sewage into a well/stream/land/sewer) or emission of air pollutants into the atmosphere. The CECB consent certificates issued by Board u/s 25/26 of the Water (P&CP) Act 1974 are known as water consent, and u/s 21 of the Air (P&CP) Act 1981 is known as air consent.

As per section 25 of the Water (P&CP) Act 1974, no person must, without the previous consent of the CECB, establish or take any measures to set up any industry, process or operation, or any treatment and disposal facility (TSDF) or any extension or addition to it, which is expected to discharge trade effluent or sewage into a well/stream/sewer/on land; or bring into use any altered or new outlets for the sewage discharge; or being to make any new sewage discharge.

Also, according to section 21 of the Air (P&CP) Act, 1981, every person must, with previous SPCB NOC, operate or establish any industrial plant in an air pollution control region.

  14. Name, address, period of tenure in the Respective Office and Telephone Number of Partners, owner, persons, chairman (Full/Part-time), Managing Directors (MDs), Managing Directors/Partners (Full/Part-time), etc.
  15. Copy the No Objection Certificate (NOC) of local bodies (L.B.s).
  16. List of villages, industries, rivers, lakes and other salient features and distances from the site within a radius of 5/10 km.
  17. The original Authorisation letter except in case of proprietary/individual concern in favour of persons authorised to sign this form.
  18. Layout plan along with land area statement.
  19. Brief description of process flow chart and manufacturing process.
  20. Any other relevant document.

  • The online application reaches to concerned Regional Office (R.O.).
  • R.O. staff scrutinises the file and accepts it if found complete.

  • After application acceptance, CECB requests through XGN to submit fees online.
  • Project Proponent (PP) submits the query reply online.

  • a. For New Industry: Click "New Industry Registration". Fill out the "Registration Form" to get your id and password.
  • b. For Existing Industry: Please go to the next step. Log in with your id and password.
  • c. For logging in, select the Industrial Login radio button. Then provide your id and password and click the "Login Button".
  • d. If you log in for the first time, a window pops up to change the password. Change the password and proceed further.
  • e. After login, the following page appears:
  • To Apply for CECB CTE: Click on the "Apply for Consent" menu.
  • f. If you want to apply "CTE" for New consent, then
  • Select CTE > Air > New option.
  • g. If you want to apply "CTE" for Expansion of capacity, then
  • Select CTE > Air > Expansion option.
  • h. If you want to apply "CTE" for Modernisation, then
  • Select CTE > Air > Modernisation option.
  • After selecting next, a screen appears:
  • a. Fill in all the details as needed in all tabs.
  • b. After filling in all the info, please select the "Completed radio button" and "Save".

Power to suspend or cancel an authorisation

If, in the opinion of PCC or SPCB, the authorisation holder has failed to comply with any of the norms or any provisions of the Act or these rules, may cancel or suspend the authorisation after giving a reasonable opportunity of being heard and recording reasons thereof. Upon cancellation or suspension of the authorisation, the PCC or SPCB may allow the persons whose authorisation has been cancelled or suspended for safe e-waste storage and such person must comply with such norms.

Online payment of an applicable fee

  • There are two modes of online payment available:

  • ii. Net Banking/Credit/Debit Cards
  • 3. After successful payment, the Air and Water form will be submitted.
