Arunachal Pradesh State Pollution Control Board (APSPCB) - Overview

The APSPCB (Arunachal Pradesh State Pollution Control Board) was formed on 6th July 1993. The State Government constituted the Board to exercise the powers entrusted by sub-section (1) of Section 4 of the Water (P&CP) Act, 1974. And to execute the purposes of the Water Act, the State Government, in exercising its power under Section 64 of the Water (P&CP) Act, 1974, made the Arunachal Pradesh Water (P&CP) Rules, 2000, on 13th March 2001. The Arunachal Pradesh Water (P&CP) Rules were amended latest on November 2020.

- On the home page, select "industrial login".
- Enter the id and pwd with the captcha code and click login.
- Then change your old password. Enter the old password, create a new one and save it. Password must have at least one number, at least one special symbol (#,$,@) and some alphabets. Also, the password must have a minimum of 8 or a maximum of 15 characters.
- Then log in again.
- Select the industrial login and enter your id and password.
- The home page of the user will open.
- Users can apply for APSPCB consent certificates by clicking "apply for consent".
The process to submit APSPCB CTO/CTE
- If the user wants to save the Arunachal Pradesh SPCB NOC application in his account.
- To modify the application, the user needs to save this application by clicking "In progress" (at the page bottom).
- But if the user thinks the application is complete, then s/he can select the button "completed" followed by "save".
- The application will be submitted to the Board with the respective Regional Officer (RO).
Documents required for APSPCB consent certificates
- Allotment Order – issued by the District Authority/Land Possession Certificate
- Land lease agreement, if needed.
- Site plan or location map – issued by the district administration.
- Certificate of Declaration regarding the distance of the proposed unit from hospitals, river bank, habitations, sanctuary and highway – issued by the district authorities.
- Detailed Project Report to be prepared by a Registered Chartered Accountant (CA) or other registered consultants. The project report must include -
- Analysis of economics and technical viability
- A copy of the quotation showing the cost of machinery.
- A manufacturing process flow sheet with descriptive notes on the manufacturing process for each product.
- A Certificate on Gross Fixed Capital Investments from a recognised CA.
- Certificate showing design, cost of building and other civil works as per CPWD manual - from an Engineer of any Work Department.
- Certificate showing the cost of the land approved rate of the state government/ district authority in the locality of the project constructions area – issued by the district administration.
- Layout plan showing the location of the stack (chimney), effluent disposal area, and effluent treatment plant (ETP) - duly counter-signed by the district authorities.
- Copy of small-scale industries registration certificate or NOC - from the Department of Industries.
- Several similar units operating in the locality – certificate from the Department of Industries.
- Certificate of Planning Permission from EAC/DC/CO if the proposed unit is in an urban area and NOC from ZPM/GB/ASM if the proposed unit is in a rural area.
- Certificate of latest APSPCB consent/ authorisation on Environment Impact Assessment (EIA) Clearance from Divisional Forests Officer.
- Demand Draft (DD) after the approval of the Hon’ble Chairman.
